As a contractor to the Defense Commissary Agency the Construction Engineer/Specialist “GCR TM” will provide commissioning support to the Defense Commissary Agency’s PMAC - Program Manager by supporting the GCR Project Manager within a “Commissioning Team” and acting as (CxA Technical coordinator) for the PMAC program’s commissioning efforts. The GCR’s primary objective is to provide documented confirmation that facilities meet functional and performance requirements of the government. The GCR PM will Interface with DeCA Project managers Client’s Construction Managers and Contractor personnel during commissioning activities on multiple concurrent construction projects. The GCR PM will engage in reviews of programmatic design criteria, engage in design phase peer review and monitoring of design solutions against criteria, engage as the Cx Agent in the construction phase to monitor the commissioning plan and execution of Cx activities, major project Cx milestones and schedule for multiple projects. During the post construction / warranty phase the GCR PM will monitor “opposite season” energy use and or deferred testing and deficiency correction and review final testing documentation for the Cx record.
As GCR - Construction Engineer/Specialist, the employee shall coordinate the full range of field and office engineering activities associated with complex construction operations. Apply full professional knowledge of advanced construction methods and techniques in accomplishing assignments. Affected contracts vary in type and size, but can be characterized as being high tech, often times having the need for new and specialized equipment. Construction is performed under rigid completion schedules and requires strict adherence to safety standards.
The employee shall participate in the oversight of field and office engineering functions for projects. Assists with the coordination of the planning and scheduling of construction operations in concert with the construction agent. The work includes, as appropriate: participating in design criteria studies and design review conferences; coordinating and participating in reviews; conducting or participating in pre-construction conferences; coordinating construction planning and scheduling with the construction agent, outside regulatory agencies, end user; assisting in the identification of problems and initiating corrective action; identifying the need for and processing contract modifications and change orders, to include preparation of scoping documents, government estimates, and technical evaluations of proposals; assuring the correction of warranty problems; etc. Shall Also resolve problems encountered and advise on appropriate course of action involving customer expectations, engineering requirements and other conflicting requirements. Performs and advises others in the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals.

Job Qualifications:
REQUIRED EDUCATION/EXPERIENCE/SKILLS/COMPETENCIES:
· Candidates will possess a 4-year degree in Mechanical or Electrical Engineering or Construction-related field.
· A minimum 5 years (required) of hands on systems commissioning experience for facilities construction projects
· Must be LEED Certified
· Experience in the construction and commissioning of large ($10M+) projects of varying complexity; federal installations and specifically total facilities commissioning experience preferred.
· Must possess a thorough knowledge of mechanical, electrical, and plumbing systems commissioning.
· Experience on Federal Military facilities projects is preferred.
· Excellent written and oral communications skills are required.
· A familiarity of industry practices and regulations are required.
· Certified commissioning professional preferred.
